Frank Racioppo

DIRECTOR

Frank is a Niagara-on-the-Lake lawyer, builder, and heritage advocate with over three decades of experience in law, construction, and community leadership. Founder of RZCD Law Firm, Frank brings a unique combination of legal, business, and heritage expertise, alongside a longstanding commitment to culturally significant places. A former Willowbank Board Member and Treasurer (2010–2024), he rejoined the Board in 2026.

In 2006, Frank became co-owner of the historic Queenston Quarry in Niagara-on-the-Lake, one of Canada’s oldest and most significant building stone quarries, situated along the Niagara Escarpment, a UNESCO World Biosphere Reserve. Since then, he has played a leading role in the rehabilitation and naturalization of the site while helping to preserve and advance the legacy of the renowned Queenston Limestone.
Formed approximately 450 million years ago from ancient marine life, Queenston Limestone became one of the foundational building materials of Upper Canada and has long been valued by architects, engineers, masons, and sculptors for its quality and beauty. Used in some of Canada’s most significant heritage landmarks and restoration projects, including Parliament Hill, Union Station, Brock’s Monument, and Willowbank itself, the stone represents an important piece of our built heritage.

Frank has taken a particular interest in ensuring that the remaining Queenston Limestone continues to play a role in both conservation and contemporary projects, helping connect Canada’s architectural future with its historic past.

Motivation:
I find immense gratification in the process for imagining and building special places and then combining this with culturally important places further enriches this experience. This is exactly what Willowbank is all about….this is where I wish volunteer and offer my share of community contribution.

Vision:
Drawing on my building, legislative and accounting background, I plan and hope to provide strategic contributions to Willowbank’s long-term sustainability.
